Obviously, that's even more specific since it's a monetary matter, but keeping the game simple is ideal. Requirements to use poses should be as minimal as possible, so that they can be used by as many players as have access to them. The reason I could imagine as to why they require all participants to have the largest bust size is that they don't want to animate the different possible variations. Otherwise, it would make sense that people with different chests could do it.
