• What officer? There could be added a new NPC for this. I thought of something like "Officer Jeannie" or something like that, the same NPC for every spot. (this could be a reference to the police officers in the Pokémon anime who are basically just clones  ) 
  
• What about Spectator Mode? This would be the new part that actually requires more work. Every location I mentioned would be at least partially hidden, with something in the background (the door of the changing booth, the bush, a blanket, trash bins and so on). The two active players would have the option to "reveal themselves" by opening the door, moving the bush aside etc. This would allow people to have a peek on what's happening inside the hideout. It's like a privacy switch to let people see you or not.
  
• Extra: There are already a lot of irons in the fire, but since suggesting doesn't cost anything, here is something else: the number of spectators would be limited to, I don't know, 4/5; these would actually appear in the background, maybe take part in the sex chat and, why not, be able to activate one single option: masturbating. Guys would simply jerk off and girls would put one hand in their panties and the other on their boobs. No extremely fancy animations, just a simple loop you can activate if you want.
